NBC News' Shaquille Brewster reports from Milwaukee, Wisconsin, where thousands of absentee and early ballots are set to be recounted after some state officials noticed some vote tabulator machines were not properly locked.

As of 4:!0 a.m., about 108,000 absentee ballot results from Milwaukee were still being uploaded at the Milwaukee County Courthouse.

Those reports coincided with claims of "unsealed" tabulation machines in use in Milwaukee: While human error, not machine error, was the cause of this issue, the Milwaukee Election Commission confirmed the state would recount absentee ballots that had been run at its Central Count center.
