WICHITA, Kan. (KWCH)—Kansas lawmakers will once again debate a bill to ban gender-affirming care for minors. The bill is similar to one Kansas Governor Laura Kelly vetoed last year. Republicans came up one vote short of overriding that veto, and similar laws have been implemented across the U.S.
The Kansas Court of Appeals is reviewing a Shawnee County District Court case on whether a new law affects transgender rights.
Gov. Laura Kelly is taking a cautious approach to spending taxpayer money. Her proposed budget for Kansas anticipates just a 0.7% increase on the already approved 2025 budget. As a result, the state can’t afford large increases in government services.
The Democratic governor’s overture to GOP lawmakers came as Kelly insisted she wouldn’t support any proposal that “robs our schools” of needed funds. Kansas must “stay on the path to prosperity” as it moves through the rest of the 21st century, she said.

The Kansas bill prohibits health care providers from providing gender transition care to children who want to change from their biological sex. Providers could not give children puberty blockers, hormone therapy, or surgery. If they did, it would be considered unprofessional conduct, and they could be sued.
